Ontario Moving Towards Motor Vehicle Scrappage Program

In Ontario Canada the provincial government has raised the issue of a comprehensive motor vehicle scrappage program. With a consumer push towards vehicles offering better fuel economy and retailers offering the best deals in a generation on new vehicles, there will be a continued problem with scrap vehicles. Ontario Premier Dalton McGuinty has spoken of the issue and the Ontario Automotive Recyclers Association supports moves towards developing a province-wide vehicle scrappage program.
Currently there is no instituted plan to deal with motor vehicle scrappage. Furthermore, vehicle manufacturers are still not required to ensure their vehicles made for sale in Canada are completely recyclable. With that it’s tremendously important for the existing recyclers to work together to ensure the best possible course of action to deal with the growing turn-over of vehicles.
The Ontario Automotive Recyclers Association are active in developing a national vehicle scrappage program and a corresponding auto recycler code of conduct. The Car Heaven program was developed by the Ontario Automotive Recyclers Association. It offers consumers incentives to retire their older polluting motor vehicle in return for new car discounts, and charitable tax receipts. Some of Canada’s large auto manufacturers are also pushing for a rebate program for those retiring their older vehicles for new more eco-friendly models.
The Executive Director of OARA Steve Fletcher said, “A provincial vehicle scrappage program, coupled with mandatory provincial licensing or accreditation of auto recyclers, would provide a significant boost to both Ontario’s economy and its environment. Many other scrap dealers or junkyards buy vehicles solely for the scrap metal content without regard to proper environmental processing, and often contribute to the underground economy.” Doing this will help ensure continued economic growth while improving Ontario’s environmental footprint.

At this point it appears to be still on the drawing board in many provinces. The federal government also established a program with little success thus far. The European programs seem to be running into problems so that might be why there is so much hesitation at this point to expand upon it here in Canada. We may see rebates for electric car purchases before a real scrappage program.
